Please provide feedback.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<h4>What is the 477?<\/h4>\n<p>The FCC form 477 is a form mandated by the US federal government that reports on broadband and voice services.<\/p>\n<h4>Who must file?<\/h4>\n<p>Directly from the FCC&#8217;s site:<\/p>\n<ul>\n<li>Facilities-based providers of\u00a0<a href=\"https:\/\/www.fcc.gov\/node\/add\/inst.htm#hotlink1\">broadband connections<\/a> to end-user locations<\/li>\n<li>Providers of wired or fixed wireless local exchange\u00a0<a href=\"https:\/\/www.fcc.gov\/node\/add\/inst.htm#hotlink2\">telephone<\/a>\u00a0service<\/li>\n<li>Providers of interconnected Voice over Internet Protocol (<a href=\"https:\/\/www.fcc.gov\/node\/add\/inst.htm#hotlink3\">VoIP<\/a>) service<\/li>\n<li>Facilities-based providers of\u00a0<a href=\"https:\/\/www.fcc.gov\/node\/add\/inst.htm#hotlink4\">mobile<\/a>\u00a0telephony service<\/li>\n<\/ul>\n<h4>What do I file?<\/h4>\n<p>Again, directly from the FCC&#8217;s site:<\/p>\n<ul>\n<li><strong>All<\/strong>\u00a0facilities-based broadband providers are required to file data with the FCC twice a year (Form 477) on where they offer Internet access service at speeds exceeding 200 kbps in at least one direction.<\/li>\n<li><strong>Fixed<\/strong>\u00a0providers file lists of census blocks in which they can or do offer service to at least one location, with additional information about the service.*<\/li>\n<li><strong>Mobile<\/strong>\u00a0providers file maps of their coverage areas for each broadband technology (e.g., EV-DO, HSPA, LTE).\u00a0 See\u00a0<strong><a href=\"https:\/\/www.fcc.gov\/form-477-data\">Mobile Deployment Data<\/a><\/strong>.<\/li>\n<\/ul>\n<h4>How do I get the data?<\/h4>\n<p>Look to your billing\\OSS system to get the subscriber &#8211; census tract mapping. The FCC calls this &#8220;subscription&#8221; data. A partial list of platforms that generate the correct information is:<\/p>\n<ul>\n<li><a href=\"https:\/\/sonar.software\/\">Sonar<\/a><\/li>\n<\/ul>\n<p>Here&#8217;s a list of platforms that do NOT provide proper subscriber information:<\/p>\n<ul>\n<li>MACC<\/li>\n<\/ul>\n<p>Look to a GIS system to get your coverage information, based on census blocks. The FCC calls this &#8220;deployment&#8221; data. They fined a WISP for not filing. <a href=\"https:\/\/www.fcc.gov\/document\/rio-verde-wireless-penalized-repeated-failure-submit-form-477\">https:\/\/www.fcc.gov\/document\/rio-verde-wireless-penalized-repeated-failure-submit-form-477<\/a><\/p>\n<h4>What do they do with the data?<\/h4>\n<p>One of the things they use the data for is guiding policy. This data is how the government knows what ISPs are doing and where they&#8217;re doing it. This data is also used to determine how to subsidize your competitors.<\/p>\n<h4>What&#8217;s wrong with 477?<\/h4>\n<ul>\n<li>ISPs don&#8217;t submit any data.<\/li>\n<li>ISPs unknowingly send wrong data.\n<ul>\n<li>They don&#8217;t know what they&#8217;re supposed to be sending and thus what they&#8217;re sending is wrong.<\/li>\n<li>Their systems have bad or incomplete data, thus resulting in &#8220;garbage in, garbage out&#8221;.<\/li>\n<\/ul>\n<\/li>\n<li>ISPs intently send wrong data.<\/li>\n<li>The FCC takes forever to release the information they collect.<\/li>\n<li>Census blocks aren&#8217;t accurate enough.<\/li>\n<\/ul>\n<h4>What&#8217;s the FCC doing to fix what&#8217;s wrong?<\/h4>\n<p><a href=\"https:\/\/www.fcc.gov\/document\/fcc-improves-broadband-mapping\">https:\/\/www.fcc.gov\/document\/fcc-improves-broadband-mapping<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>We&#8217;re building a repository for 477 resources.
